H.B. No. 3376 amends the Government Code to establish new training requirements for guardians appointed to oversee individuals with Alzheimer's disease, dementia, or related disorders. The bill mandates that before a person is appointed as a guardian, they must complete a training course designed to inform them about their responsibilities, alternatives to guardianship, available supports and services, and the rights of the ward. Additionally, once appointed, guardians are required to complete a one-hour training course on Alzheimer's disease and dementia within six months and annually thereafter, unless waived by the court under specific circumstances.

The bill also specifies that the Texas Supreme Court must adopt rules to implement these training requirements by January 1, 2026, and the Judicial Branch Certification Commission must make the training course available online by July 1, 2026. Guardians appointed before this date will have until September 1, 2026, to complete the required training. The act is set to take effect on September 1, 2025.
