The bill, H.B. No. 3354, proposes to designate a segment of State Highway 11 in Morris County as the "Army Staff Sergeant Samuel T. Castle Memorial Highway." This designation will apply to the portion of the highway located between the eastern municipal limits of Daingerfield and the western municipal limits of Hughes Springs. The bill adds a new section, Section 225.243, to the Transportation Code, which outlines the designation and states that it is in addition to any other existing designations.

Furthermore, the bill mandates the Texas Department of Transportation to design and construct markers that indicate the highway's new designation and to erect these markers at both ends of the highway as well as at appropriate intermediate locations. The provisions of this act are set to take effect on September 1, 2025, and it is noted that the legislature intends for any new provisions added by this act to be renumbered to avoid duplication.
