Senate Joint Resolution No. 60, proposed by Campbell and Eckhardt, seeks to amend the Texas Constitution to allow county commissioners courts the authority to exempt from ad valorem taxation the portion of a property’s assessed value that is linked to the installation of rainwater harvesting or graywater systems. This exemption would apply to all political subdivisions that impose property taxes. The resolution also allows the legislature to establish additional eligibility requirements for this tax exemption.

If approved, this constitutional amendment will be presented to voters in an election scheduled for November 4, 2025. The ballot will include a proposition for voters to decide whether to support the amendment, which aims to encourage the adoption of sustainable water management practices by reducing the tax burden associated with such installations.
