H.B. No. 3247 proposes the implementation of electronic voter registration in Texas. The bill mandates that the Secretary of State collaborate with the Department of Public Safety and the Department of Information Resources to create a program allowing individuals to complete voter registration applications online through the state's official website. Applicants with a valid Texas driver's license or personal identification card must attest to the truth of their application information and consent to use their signature for voter registration. Those without such identification must digitally sign their application before submission. The bill also requires that a digital copy of the applicant's signature be obtained from the Department of Public Safety, and establishes that applications submitted electronically will be treated as if they were submitted by mail.
Additionally, the bill amends existing provisions regarding the timing of voter registration applications. It changes the deadline for applications submitted before an election from the 34th to the 27th day prior, and adjusts the effective date of registration from the 30th to the 23rd day after submission. The bill also stipulates that if the 23rd day falls on a weekend or holiday, applications submitted on the next business day will still be considered timely. The act is set to take effect on September 1, 2025.
