S.B. No. 1577 proposes amendments to the Alcoholic Beverage Code regarding the temporary sale of alcoholic beverages at certain racing facilities in Texas. The bill allows holders of mixed beverage permits to sell distilled spirits, wine, and malt beverages at facilities with a seating capacity of over 40,000 during motor vehicle racing events and other events held at the racing facility. The amendments remove the previous limitation on the alcohol content of beverages sold and eliminate restrictions on the number of times a permit holder can sell at the facility in a calendar year. Additionally, the bill specifies that permit holders may sell for up to five consecutive days, or six days if events are postponed due to natural causes.

The bill also introduces new provisions that permit the sale of alcoholic beverages in factory-sealed containers and allows permit holders to sell more than two drinks to a single consumer at one time. Furthermore, it mandates that permit holders selling in a different county must purchase beverages from authorized distributors in that county and report sales to the commission. The bill allows individuals to possess and consume their own alcoholic beverages on the premises and to remove them afterward. This legislation is set to take effect on September 1, 2025.
