S.B. No. 1577 amends the Alcoholic Beverage Code to allow holders of mixed beverage permits to temporarily sell distilled spirits, wine, and malt beverages at racing facilities with a seating capacity of over 40,000 during motor vehicle racing events and other events held at these facilities. The bill removes the previous limitation on the alcohol content of beverages sold, allowing for a broader range of alcoholic products. Additionally, it permits sales for up to five consecutive days, with an extension to six days if events are postponed due to natural causes.
The bill also introduces new regulations regarding the sale of alcoholic beverages, including restrictions on the number of drinks sold to a single consumer at one time and the timing of sales relative to the completion of races. It requires permit holders selling in counties different from where their permit is issued to purchase beverages from authorized distributors in that county and report sales to the commission. Furthermore, it allows individuals to possess and consume their own alcoholic beverages on the premises and to remove them afterward. The act is set to take effect on September 1, 2025.
