The bill establishes the Texas Geothermal Energy Production Policy Council within the commission to enhance the state's geothermal energy development. The council will consist of the chair of the commission or their designee, the director of the Bureau of Economic Geology at The University of Texas at Austin or their designee, and up to 11 additional members appointed by the commission, including representatives from the geothermal energy industry. The council's responsibilities include studying the development of geothermal energy industries, analyzing potential tax incentives, and developing a state plan for geothermal energy production oversight.

Additionally, the council is tasked with making recommendations to the legislature regarding necessary legislative changes for the oversight and regulation of geothermal energy production, pipeline transportation, and storage. The council will not provide compensation or reimbursement for its members' service, and it is set to be abolished on January 1, 2032. The bill is set to take effect on September 1, 2025.
