S.B. No. 1574 proposes the establishment of a "centers of excellence" program by the Texas Judicial Council aimed at identifying, supporting, and recognizing justices and judges who demonstrate exceptional service to their communities and the judiciary. The bill introduces Section 71.040 to the Government Code, which outlines the criteria for recognition, including governance, access, fairness, case flow management, and compliance with various judicial requirements. Justices and judges from appellate courts, district courts, statutory county courts, or county courts are eligible to apply for this recognition.

In addition to their annual salary, justices and judges recognized as centers of excellence will receive a merit payment equal to five percent of their annual base salary for each fiscal year they are recognized. The provisions of this bill will only apply to those justices and judges recognized under the new program after the effective date of the Act, which is set for September 1, 2025.
