H.B. No. 3214 amends the eligibility requirements for obtaining a master plumber license in Texas. The bill modifies the definition of a "master plumber" by changing the required experience from "four years" to "two years" of work as a journeyman plumber. Additionally, it introduces an alternative pathway for eligibility, allowing individuals who have worked for at least one year and completed a training program approved by the United States Department of Labor Office of Apprenticeship or another nationally recognized program to qualify for the license.
The Texas State Board of Plumbing Examiners is tasked with adopting necessary rules to implement these changes, which will apply only to applications submitted on or after the effective date of the Act, September 1, 2025. Applications submitted before this date will continue to be governed by the previous law. The bill was passed by both the House and Senate with significant support.
