The bill, S.B. No. 1550, amends Section 28.0023(e) of the Education Code to enhance the requirements for cardiopulmonary resuscitation (CPR) instruction in public schools. The updated language mandates that CPR instruction must include training in both CPR techniques and the use of an automated external defibrillator (AED), as well as incorporate psychomotor skills to support the instruction. The instruction must be developed by either the American Heart Association or the American Red Cross, or based on nationally recognized, evidence-based guidelines for emergency cardiovascular care.

This new requirement will take effect starting with the 2025-2026 school year. The bill stipulates that it will become effective immediately if it receives a two-thirds majority vote from all elected members in both houses; otherwise, it will take effect on September 1, 2025.
