S.B. No. 1536 aims to enhance the training requirements for guardians of individuals with Alzheimer's disease, dementia, and related disorders in Texas. The bill amends Section 155.203(b) of the Government Code to mandate that the supreme court ensures the Judicial Branch Certification Commission provides confirmation of a guardian's completion of required training and a criminal history background check to the probate court prior to the appointment hearing. Additionally, it requires probate courts to ensure guardians complete their training unless waived. The bill also amends Section 155.204 to specify that guardians must complete a one-hour training course on Alzheimer's and dementia within six months of their appointment and annually thereafter, with the training being made available for free online.

Furthermore, the bill introduces a new subsection (a-1) that specifies the training requirement applies only to guardians of wards who are 60 years or older or younger individuals diagnosed with Alzheimer's or dementia. The Texas Supreme Court is tasked with adopting the necessary rules by January 1, 2026, and the Judicial Branch Certification Commission must approve and provide a list of training courses by July 1, 2026. Guardians appointed before this date must complete their initial training by January 1, 2027. The act is set to take effect on September 1, 2025.
