The bill amends Section 25.082 of the Education Code to require that public school classrooms prominently display both the United States and Texas flags, as well as the text of the pledges of allegiance to each flag. Specifically, it mandates that these displays be in accordance with federal and state regulations during the recitation of the pledges. The new language specifies that the flags and the text of the pledges must be displayed in each classroom where students are present at the time of recitation.

Additionally, the bill clarifies that school districts and charter schools are not obligated to use federal, state, or local funds to acquire the required flags or displays. Instead, they may raise funds or accept donations to meet these requirements. The changes outlined in this bill will take effect starting with the 2025-2026 school year, and it will become effective immediately if it receives a two-thirds majority vote in both houses of the legislature; otherwise, it will take effect on September 1, 2025.
