The bill, S.B. No. 1508, amends Chapter 2051 of the Government Code by adding Subchapter C-1, which allows certain political subdivisions with a population of 75,000 or less, and without a newspaper of general circulation, to publish required notices through alternative media instead of traditional newspapers. The new provisions specify that these subdivisions can fulfill notice requirements by using various forms of media, including social media, free newspapers, school newspapers, homeowners' association newsletters, utility bills, direct mailings, and print or digital newsletters. Additionally, they must publish the notice on their own Internet website for a continuous period of at least two weeks.

Before utilizing alternative notice methods, the political subdivisions are required to hold a public meeting to discuss the proposed method. They must also submit a description of the alternative notice method to the attorney general, including a list of applicable laws, a description of the media used, and a link to the website where the notice will be posted. The attorney general is tasked with publishing a list of these subdivisions on their website. The bill is set to take effect on September 1, 2025.
