S.B. No. 1504 amends the regulations governing meetings of the board of directors of the Gulf Coast Authority. The bill modifies Section 2.07 of Chapter 409, originally established in 1969, by allowing the board to meet "regularly as necessary" instead of mandating a minimum of once a month. Additionally, it introduces provisions that permit the board to conduct meetings via telephone conference calls, videoconferences, or other telecommunication methods, regardless of existing laws such as Chapter 551 of the Government Code or Chapter 49 of the Water Code.
The new language specifies that for a telecommunication meeting to be valid, the presiding director must be physically present at a public location specified in the meeting notice, and a video and audio feed must be accessible to the public. It also establishes that a director participating remotely will be considered absent if communication is lost during the meeting. Furthermore, any telecommunication meeting must adhere to the same notice requirements as traditional board meetings. The bill is set to take effect immediately upon receiving a two-thirds vote from both houses or on September 1, 2025, if that threshold is not met.
