The bill amends the Election Code to establish new annual continuing education requirements for county election officers. It introduces a mandate that county election officers must complete 10 hours of instruction on their duties within the first year of assuming their role. Following this initial period, they are required to complete an additional 10 hours of continuing education each calendar year. Furthermore, if an officer exceeds the required hours, they are allowed to carry over up to five hours of excess education to the next year.

Additionally, the bill allows county clerks and county assessor-collectors to count up to 10 hours of the required instruction on election officer duties towards their own continuing education requirements. This integration aims to enhance the training and preparedness of officials involved in the electoral process. The bill will take effect immediately upon receiving a two-thirds vote from both houses or on September 1, 2025, if such a vote is not achieved.
