S.B. No. 25 seeks to improve health and nutrition standards in Texas schools by mandating increased physical activity and nutrition education for students. The bill amends the Education Code to require that students in full-day prekindergarten, kindergarten, and grades below six engage in at least 30 minutes of moderate or vigorous physical activity daily, while students in grades six to eight must participate in similar activities for at least six semesters. It also includes exemptions for students unable to participate due to illness or disability and prohibits the use of physical activity restrictions as a penalty for academic or behavioral issues.

In addition to school requirements, the bill establishes a Texas Nutrition Advisory Committee to develop nutritional guidelines and mandates that institutions of higher education require nutrition education courses for students in degree programs. It also introduces new provisions for food labeling, requiring manufacturers to label products containing certain artificial colors or additives with visible warnings. Healthcare professionals will be required to complete continuing education in nutrition and metabolic health for license renewal, with enforcement mechanisms allowing the Attorney General to act against non-compliant manufacturers. The bill will take effect on September 1, 2025, with various provisions set to be implemented by January 1, 2027, and July 1, 2027.
