The bill amends Section 552.007(a) of the Transportation Code to prohibit individuals from standing in a roadway or the right-of-way of a roadway to solicit rides, contributions, employment, or business from vehicle occupants. The previous allowance for individuals to solicit charitable contributions in roadways, provided they had authorization from local authorities, has been removed. Additionally, the bill repeals Sections 552.007(c) and 552.0071 of the Transportation Code, which may have contained further regulations regarding pedestrian solicitation.
The changes introduced by this bill will only apply to offenses committed on or after its effective date of September 1, 2025. Offenses that occurred prior to this date will be governed by the law in effect at that time, ensuring that individuals are not retroactively penalized under the new regulations.
