Furthermore, the Act mandates that state agencies verify an applicant's status on the Texas Ethics Violations Registry before issuing or renewing any licenses. If an applicant is found on the registry, the agency must notify them, delay the licensing process until the violation is resolved, and may deny the application or impose conditions as necessary. The licensing agencies are also required to adopt rules to ensure procedural fairness for applicants. The Act will take effect on September 1, 2025, and requires the Texas Ethics Commission and relevant state agencies to implement necessary rules and procedures promptly.
