House Bill No. 3068 amends the Education Code to include alternative assessment instruments for undergraduate admissions at certain public institutions of higher education in Texas. Specifically, it allows applicants who graduated in the top 10 percent of their high school class to qualify for admission if they either meet ACT's College Readiness Benchmarks or achieve specific scores on the SAT or Classic Learning Test. The SAT score must be at least 1,500 out of 2,400, while the Classic Learning Test score must be at least 71 out of 120. These provisions are inserted into Sections 51.803 and 51.805 of the Education Code.
The bill stipulates that these changes will take effect for admissions starting in the fall semester of 2026, with prior admissions governed by the existing law. The act will become effective immediately if it receives a two-thirds majority vote from both houses of the legislature; otherwise, it will take effect on September 1, 2025.
