The bill, S.B. No. 1435, introduces a new section to the Utilities Code, specifically Section 33.0535, which mandates that the commission must provide notice to certain officials when a transmission and distribution utility files a petition for an appeal in a ratemaking proceeding. The notice must be sent to each member of the legislature whose district includes the municipality involved in the appeal, as well as to the governing bodies of that municipality and the county in which it is located.

This change in law will only apply to appeals filed on or after the effective date of the Act, which is set for September 1, 2025. Appeals filed before this date will continue to be governed by the existing law prior to the enactment of this bill.
