H.B. No. 3025 amends the Education Code to require parental consent for the use of corporal punishment in public schools. The bill stipulates that if a school district allows corporal punishment as a disciplinary method, educators may only administer it if they have received written consent from the student's parent or guardian. This consent must be provided annually and is effective until revoked or until the student is no longer enrolled in the district. Additionally, parents or guardians can revoke their consent at any time during the school year.
The bill also allows school boards to establish rules requiring parents or guardians to renew their consent each school year. The changes will take effect starting with the 2025-2026 school year, and the bill will become effective immediately if it receives a two-thirds majority vote in both houses; otherwise, it will take effect on September 1, 2025.
