However, it also includes a provision that prevents the inclusion of certain individuals in the database if they would otherwise be eligible for removal under existing law on the effective date of the Act. The bill is set to take effect immediately upon receiving a two-thirds vote from both houses or on September 1, 2025, if that threshold is not met.
