The bill, S.B. No. 1375, amends Section 300.0155 of the Health and Safety Code to extend the authority of local governments to administer health care provider participation programs. Specifically, it establishes that the authority of a local government to operate such a program will not expire on the usual September 1 following the second anniversary of the governing body's order or ordinance. Instead, for certain counties, this authority is extended to September 1, 2030. The counties eligible for this extension must have a population of one million or more, contain part of a municipality with a similar population, and be adjacent to a county with a population of 2.5 million or more.

The bill includes the insertion of new language that clarifies the conditions under which the authority is extended, while deleting the previous expiration clause that applied to local governments generally. The act is set to take effect immediately if it receives a two-thirds vote from both houses of the legislature; otherwise, it will take effect on September 1, 2025.
