The bill establishes the Texas 2036 Bicentennial Commission, which will coordinate celebrations for the bicentennial anniversary of Texas' independence. The commission will consist of 23 members, including nine public members appointed by the governor, three senators appointed by the lieutenant governor, three representatives appointed by the speaker of the house, and several ex officio members from various state departments. The public members must represent the diverse geographic regions and population groups of Texas, and they will serve staggered six-year terms. The commission is tasked with encouraging and assisting in the organization of bicentennial activities, gathering and disseminating information, developing standards for events, and inviting dignitaries to participate.

Additionally, the commission will have the authority to solicit donations and grants, adopt necessary rules, and will be required to file a report on the economic impact of the bicentennial activities by September 1, 2037. The commission is set to be abolished on the same date. The initial appointments to the commission must be made by December 1, 2025, with specific terms designated for the initial members. The bill takes effect on September 1, 2025.
