Notably, the bill removes the previous requirement that these operations must have an annual gross income of $50,000 or less from food sales, thereby allowing individuals to potentially earn more without losing their cottage food status.

Additionally, the bill clarifies that cottage food producers must sell their products directly to consumers and deliver them either at the point of sale or another designated location. The executive commissioner of the Health and Human Services Commission is tasked with adopting necessary rules to implement these changes, which will take effect on September 1, 2025.
