The resolution honors the life and legacy of the Honorable Zinetta Arceneaux Burney, who passed away on September 22, 2024, at the age of 83. A native of Houston, Ms. Burney overcame significant challenges, including leaving high school to raise her daughter, to achieve remarkable educational and professional milestones. She earned her GED, a bachelor's degree in mathematics, and graduated from law school, ultimately becoming a pioneering attorney. Notably, she co-founded the first African American female-led law practice in the country, "Sisters in Law," and served as the presiding judge of Harris County Justice of the Peace Court for 15 years.

Throughout her career, Judge Burney was deeply committed to her community, providing legal services to those in need and engaging in various civic organizations. Her contributions were recognized by numerous institutions, and she held several leadership roles, including appointments to the University of Houston System Board of Regents. The resolution expresses condolences to her family and friends, acknowledging her as a pillar of the community whose legacy will be cherished by all who knew her. An official copy of the resolution will be prepared for her family, and the Texas House of Representatives will adjourn in her memory.
