H.B. No. 2851 amends the Education Code by adding Section 51.765, which mandates that any service or organization providing consolidated application services for medical or dental schools, including the Texas Health Education Service at The University of Texas System Administration, must also include applications for nursing schools in Texas. The bill establishes an advisory board tasked with developing recommendations and an implementation plan for integrating nursing school applications into the existing consolidated application services. This advisory board will consist of representatives from professional nursing programs and experts in nursing program applications, appointed by the Texas Health Education Service.

The implementation plan developed by the advisory board must be published on the Texas Health Education Service's website by January 1, 2026, and the advisory board will be dissolved, along with the relevant subsections, on September 1, 2027. The provisions of this bill will take effect on September 1, 2025, and will apply to applications for admission to nursing schools starting with the fall semester of 2027.
