H.B. No. 2820 amends Section 2001.451(h) of the Occupations Code to increase the limit on the amount of operating capital that a charitable bingo organization can retain in its bingo account. The bill raises the maximum allowable operating capital from $50,000 to $100,000 for both a single organization and for each member of a unit of licensed authorized organizations. This change aims to provide organizations with greater financial flexibility in managing their bingo operations.

Additionally, the bill maintains provisions that allow the Texas Commission to establish a higher operating capital limit for all organizations or specific classes of organizations, as well as enabling the bingo operations director to raise the limit for individual organizations or units upon request. The act will take effect immediately if it receives a two-thirds vote from both houses of the legislature; otherwise, it will take effect on September 1, 2025.
