S.B. No. 1241 amends the Texas Education Code to modify the criteria for college admissions at general academic teaching institutions. The bill allows applicants who graduated in the top 10 percent of their high school class to gain admission if they either completed specific curriculum requirements or achieved a score set by the Texas Higher Education Coordinating Board on a designated college entrance examination. The previous requirement of meeting ACT College Readiness Benchmarks or achieving a minimum SAT score of 1,500 has been removed.
Additionally, the bill mandates the Texas Higher Education Coordinating Board to conduct a study on college entrance examinations to identify which exams and scores should be used for admissions criteria. The findings and recommendations from this study are to be reported by August 1, 2026. The changes in admissions criteria will take effect for the fall semester of 2028, while the current law will remain in effect for admissions prior to that date.
