The bill amends the Alcoholic Beverage Code to facilitate the transfer of malt beverages between licensed premises that share the same ownership or management. It introduces a new section, 62.085, allowing holders of a brewer's license to transfer malt beverages produced under their license between any of their licensed brewery premises, including those operating under alternating brewery proprietorships or contract brewing arrangements. The bill stipulates that such transfers must occur during specified hours and comply with commission rules. Additionally, it requires that the license holder provide a description of the vehicles used for transportation and ensure they are clearly marked. It also clarifies that malt beverages transported under this section are considered brewed on the premises to which they are transported.

Furthermore, the bill modifies Section 69.11 to allow the exchange or transportation of malt beverages between licensed retail premises under the same ownership, provided they meet certain conditions. It specifies that malt beverages can be transferred between licensed retail premises with wine-only package store permits, package store permits, or brewpubs operating under the same management. A new section, 74.12, is also added to permit brewpub license holders to transfer malt beverages between their brewpubs under similar conditions as those outlined for brewers. The bill is set to take effect on September 1, 2025.
