The bill defines "defense, military, or aerospace issue" to include matters concerning the establishment of offices, bases, or major facilities in Texas by the U.S. Department of Defense or NASA, as well as economic incentives that a governmental body may offer to private entities or nonprofit organizations in relation to federal grants or strategic endeavors.

The bill specifies that the governing board of a governmental body as described in Section 551.001(3)(A) is permitted to hold closed meetings for these purposes. The act is set to take effect immediately if it receives a two-thirds vote from both houses of the legislature; otherwise, it will take effect on September 1, 2025.
