The bill establishes a Certified Caregiver Pilot Program in the Borderplex workforce development area, aimed at providing after-hours child care for single-parent working parents pursuing short-term workforce training. The local workforce development board will select 30 single-parent families to participate in the program for up to six months, and certified caregivers will be able to provide care outside regular working hours.

Parents must meet several eligibility criteria, such as receiving a child-care subsidy, being enrolled in a workforce training program, and demonstrating a need for after-hours care. The bill also mandates a report on the program's efficacy and completion rates by December 1, 2028, and includes provisions for the commission to adopt necessary rules for implementation. The chapter will expire on September 1, 2029, and the act will take effect on September 1, 2025.
