The bill establishes a Certified Caregiver Pilot Program in the Borderplex workforce development area, aimed at providing after-hours child care for single-parent households whose parents are engaged in short-term workforce training. The local workforce development board will select 30 families to participate in the program for a maximum of six months, and certified caregivers will be able to provide care outside regular working hours.

The bill also mandates the Health and Human Services Commission to create a licensing procedure for caregivers and requires a report on the program's efficacy and costs by December 1, 2028. The program is set to expire on September 1, 2029, and the Act will take effect on September 1, 2025.
