The bill amends various sections of the Utilities Code to clarify and enhance the processes surrounding the siting, construction, and operation of electricity transmission facilities. Notably, it expands the definition of "transmission service" to include the siting, construction, or enlargement of transmission facilities and infrastructure, as well as associated electrical services determined appropriate by the commission. Additionally, it establishes that municipalities must provide written notice to electric utilities regarding conditions for consent related to these activities and will be considered to have consented if they do not respond within 90 days.

Furthermore, the bill grants electric utilities the right to construct, maintain, and operate lines and related facilities on public property, including state highways and municipal streets. It also requires municipalities to notify electric utilities of any conditions they must meet before proceeding with activities related to the construction and operation of these facilities, with a similar 90-day response window for consent. The bill is set to take effect immediately upon receiving a two-thirds vote from both houses or on September 1, 2025, if that threshold is not met.
