S.B. No. 1191 mandates the development of a standardized method for calculating high school grade point averages (GPAs) in Texas. The bill amends Sections 28.0252(a) and (b) of the Education Code, specifying that the commissioner of education
shall develop a standard method that assigns additional weight to honors courses, advanced placement courses, international baccalaureate courses,
OnRamps dual enrollment courses, or dual credit courses completed by students. The new method must ensure
equal additional weight for advanced placement, international baccalaureate, OnRamps dual enrollment, and certain dual credit courses, while also distinguishing the weight for dual credit courses based on their inclusion in the Workforce Education Course Manual.
Furthermore, the bill stipulates that
a school district shall use the standard method developed by the commissioner to compute a student's GPA. The commissioner is required to implement this standard method as soon as practicable after the bill's effective date. The act will take effect immediately if it receives a two-thirds majority vote in both houses; otherwise, it will take effect on September 1, 2025.
