The bill clarifies that the commission may not seek further public comment or hold a public hearing for amendments that do not increase allowable emissions or introduce new air contaminants unless such a request is made by a legislator.

Additionally, the bill allows for the consolidation of the notice of intent and the notice of preliminary decision into a single notice if specific conditions are met, such as the application being deemed administratively complete within a set timeframe. The provisions of this bill will apply only to applications filed on or after its effective date of September 1, 2025, while applications submitted before this date will continue to be governed by the existing law.
