H.B. No. 2573 proposes to amend the Human Resources Code by adding Section 32.02481, which mandates Medicaid coverage and reimbursement for doula services. The bill stipulates that, in addition to existing reimbursements for case management services, the Health and Human Services Commission must ensure that medical assistance reimbursement is provided for doula services rendered to Medicaid recipients. This coverage will begin from the date a recipient's pregnancy is confirmed by a medical professional and will continue until the 12th month after the pregnancy ends.

To implement this new provision, the executive commissioner of the Health and Human Services Commission is required to seek an amendment to the state Medicaid plan from the appropriate federal agency by January 1, 2026. If a waiver from a federal agency is necessary for implementation, the agency may delay the provision's implementation until the waiver is granted. The act is set to take effect on September 1, 2025.
