The bill amends Section 12A.004(a) of the Education Code to clarify the applicability of certain parental notification requirements to school districts designated as districts of innovation. Specifically, it inserts a requirement that these districts must adhere to parental notification requirements under Section 21.057, as well as state curriculum and graduation requirements adopted under Chapter 28. Additionally, it maintains exemptions for certain sections of Chapter 11, while removing the previous reference to academic and financial accountability and sanctions under Chapters 39 and 39A.

The amended provisions will apply to all local innovation plans adopted under Chapter 12A, regardless of when they were adopted. Plans that were adopted or renewed before the effective date of the Act must comply with the new requirements by September 1, 2025. The Act will take effect immediately if it receives a two-thirds vote from both houses; otherwise, it will take effect on September 1, 2025.
