The bill amends Section 12A.004(a) of the Education Code to clarify the applicability of certain parental notification requirements to school districts designated as districts of innovation. Specifically, it inserts a requirement that these districts must adhere to parental notification requirements under Section 21.057, as well as state curriculum and graduation requirements adopted under Chapter 28. Additionally, the bill modifies the existing language regarding exemptions, removing the previous provision that allowed exemptions from academic and financial accountability and sanctions under Chapters 39 and 39A.

Furthermore, the amended section applies to all local innovation plans adopted under Chapter 12A, regardless of their adoption date, and mandates that any plans adopted or renewed before the effective date of the Act must comply with the new requirements by September 1, 2025. The Act is set to take effect immediately upon receiving a two-thirds vote from both houses of the legislature; otherwise, it will take effect on September 1, 2025.
