Senate Joint Resolution No. 1, also known as Jocelyn's Law, proposes a constitutional amendment to the Texas Constitution that mandates the denial of bail for illegal aliens charged with felony offenses. The resolution defines an "illegal alien" as a person who either entered the United States without proper inspection or failed to maintain their nonimmigrant status before committing the alleged offense. If a judge or magistrate finds probable cause to believe that the illegal alien engaged in the conduct constituting the felony, bail will be denied pending trial.

The proposed amendment will be presented to voters in a referendum scheduled for November 4, 2025. The ballot will allow voters to express their support or opposition to the measure, which aims to enhance public safety by preventing illegal aliens charged with serious crimes from being released on bail before their trial.
