Born on January 12, 1958, in Jacksonville, Texas, he was the son of Helen Hazel and James Thomas Vincent and grew up with two brothers. After graduating from Jacksonville High School in 1977, he moved to Tyler in 1985, where he built a successful career in telecommunications and became an active member of the Rose Heights Church. In 1995, he relocated to Longview, where he contributed significantly to the community through various organizations, including the Longview Chamber of Commerce and the Republican Party of Gregg County.

Tracy Vincent was a devoted family man, married to his wife Donna, and a proud father of seven children and a grandfather to 15 grandchildren and one great-grandchild. He was known for his love of hunting and fishing, as well as his engaging campfire stories and playful pranks. A man of strong faith, he and his wife were members of Mobberly Baptist Church. The resolution expresses deep condolences to his family and friends, recognizing the profound impact he had on those around him and ensuring that his memory will be cherished. The Texas Legislature plans to prepare an official copy of the resolution for his family and will adjourn in his memory.
