The bill amends the Occupations Code by adding new provisions that clarify the licensing requirements for individuals holding a converter's license in Texas. Specifically, it states that a person with a converter's license who has a physical presence in the state is not required to obtain any additional license or general distinguishing number to sell certain vehicles to retail purchasers. This includes new motor vehicles that the individual has converted, provided that the vehicle manufacturer has transferred the chassis and the manufacturer's statement of origin to the individual, as well as trailers or semitrailers that the individual has manufactured.
Additionally, the bill establishes that individuals selling new motor vehicles or trailers/semitrailers under these conditions will be considered dealers and will have the same responsibilities and obligations as dealers of that type of vehicle to retail purchasers. The bill is set to take effect immediately upon receiving a two-thirds vote from both houses of the legislature, or on September 1, 2025, if such a vote is not achieved.
