H.B. No. 2456 amends the Education Code to establish specific regulations regarding the flying and display of flags by public schools in Texas. Under the new provisions, all educational institutions are required to fly the United States and Texas flags on regular school days. Additionally, schools may fly flags of the United States Armed Forces and their official school flag, but they are prohibited from displaying any other flags.

The bill will take effect starting with the 2025-2026 school year and will be enacted immediately if it receives a two-thirds majority vote from both houses of the Texas Legislature. If not, the law will come into effect on September 1, 2025.
