H.B. No. 2400 is a bill that prohibits the use of artificial intelligence technology in classroom instruction within Texas school districts and open-enrollment charter schools. The newly added Section 28.0028 to the Education Code explicitly states that these educational institutions may not use artificial intelligence to provide instruction to students or to replace or supplement a teacher's role in delivering instruction or interacting with students.

The bill is set to take effect at the beginning of the 2025-2026 school year. It will become effective immediately if it receives a two-thirds majority vote from all elected members in both houses; otherwise, it will take effect on September 1, 2025.
