The bill, S.B. No. 1075, amends Article 19A.105(b) of the Code of Criminal Procedure to expand the list of individuals who may be excused from grand jury service. The new provisions include a person who is a legislative employee, as defined by Section 306.008 of the Government Code, if the service would occur during a legislative session. Additionally, the bill introduces a new category allowing any other person the court determines has a reasonable excuse from service. The previous language that included "and" at the end of the list of excusable persons has been deleted.

The changes made by this Act will only apply to grand jury proceedings that begin on or after its effective date. If a grand jury proceeding starts before this date, it will be governed by the law in effect at that time. The Act is set to take effect immediately if it receives a two-thirds vote from all elected members of both houses; otherwise, it will take effect on September 1, 2025.
