The bill amends Article 19A.105(b) of the Code of Criminal Procedure to expand the list of individuals who may be excused from grand jury service. The new provisions include a person who is a legislative employee, as defined by Section 306.008 of the Government Code, if their service would coincide with a legislative session. Additionally, the bill introduces a new category allowing any other person deemed by the court to have a reasonable excuse from service to be excused. The previous language that included "and" at the end of the list of excusable persons has been deleted.

The changes made by this Act will only apply to grand jury proceedings that commence on or after its effective date. For proceedings that begin before this date, the existing law will remain in effect. The Act is set to take effect immediately if it receives a two-thirds majority vote from both houses of the legislature; otherwise, it will take effect on September 1, 2025.
