The bill, S.B. No. 1070, amends various sections of the Election Code to change the effective dates for voter registration applications. Specifically, it modifies Section 13.042(c) to state that applications submitted after the 19th day before an election must be delivered by 5 p.m. of the next regular business day. Additionally, it updates Section 13.143(a) to establish that an approved registration application becomes effective on the 15th day after submission or when the applicant turns 18, whichever is later. Similar changes are made in Sections 13.144(a) and 15.025(a) and (d), which also adjust the effective dates for changes in voter registration information.

Furthermore, the bill clarifies that if the 15th day before an election falls on a weekend or holiday, submissions are considered timely if made by the next business day. It also specifies that the registrar cannot deliver confirmation notices resulting from sworn statements filed after the 75th day before a general election until after that election, with exceptions for applications submitted within a certain timeframe. The changes will only apply to voter registration applications submitted on or after the effective date of the Act, which is set for September 1, 2025.
