The bill amends Section 49.107(a) of the Water Code to allow certain special districts to utilize operation and maintenance ad valorem tax funds for the costs associated with contracting for or employing peace officers. This addition expands the permissible uses of these tax funds, which previously included expenses related to planning, constructing, acquiring, maintaining, repairing, and operating district facilities, as well as engineering and legal fees.

The specific legal language that is being deleted from the current law includes references to organization and administrative expenses, which are now replaced with the new provision allowing for the employment of peace officers. The bill is set to take effect immediately upon receiving a two-thirds vote from both houses of the legislature; otherwise, it will take effect on September 1, 2025.
