S.B. No. 1031 amends the Human Resources Code to enhance the Supplemental Nutrition Assistance Program (SNAP) by introducing a quality control review process and establishing a 12-month eligibility period for benefits. The bill mandates that the commission conduct monthly reviews of a random sample of participating households, as well as those denied, suspended, or terminated from the program, to ensure correct eligibility and benefit allotments. Additionally, the commission is authorized to access electronic data sources for verifying household eligibility and benefit amounts.

The bill also stipulates that individuals whose eligibility for SNAP benefits has been established or recertified will remain eligible for 12 months, with certain exceptions for individuals expecting changes in circumstances or those in specific household situations. During this eligibility period, individuals must submit periodic reports on any changes in income or household composition. The commission may automate the processing of these reports if no changes are reported. The changes will apply to eligibility determinations made on or after the effective date of the Act, which is set for September 1, 2025.
