This bill amends the qualifications for serving as a member of the board of directors of certain municipal utility districts in Texas. Specifically, it modifies Section 54.102 of the Water Code to require that a person must be at least 18 years old, a resident citizen of Texas, and either own land subject to taxation in the district or be a qualified voter within the district. Additionally, the bill introduces a new Section 54.103, which establishes specific qualifications for directors in districts located in counties that border the United Mexican States and contain a municipality with a population exceeding 500,000. Under this new section, individuals must meet the age and residency requirements of Section 54.102 and must also be a qualified voter within the district.

The bill ensures that current members of the board serving before the effective date of the Act can continue their terms without interruption, while the new qualifications will apply only to those elected or appointed after the Act's effective date. The Act is set to take effect on September 1, 2025.
