H.B. No. 2294 amends Section 2308.3151 of the Government Code to introduce a new provision regarding reimbursement rates for child-care providers participating in the Texas Rising Star Program. The bill allows each board to reimburse providers at the maximum rate corresponding to their Texas Rising Star Program rating level, irrespective of the provider's published rate. However, this higher reimbursement rate can only be applied if it does not negatively impact the commission's target performance measure for the average number of children receiving subsidized child care in the respective workforce development area.

The new subsection (e) emphasizes the importance of maintaining performance measures while providing flexibility in reimbursement rates for child-care providers. This legislation is set to take effect on September 1, 2025, following its passage in both the House and Senate in May 2025.
