S.B. No. 1015 amends the Government Code to address the allocation of excess contributions and fees related to statutory probate courts. The bill modifies Section 25.00212 by adding new provisions that require the comptroller to determine the amounts deposited in the judicial fund from fees collected by statutory probate courts. Specifically, it mandates that if the total amount deposited exceeds the sum of certain payments made to counties, the comptroller must remit the excess proportionately to the counties that contributed more than they received. This adjustment aims to ensure a fair distribution of funds based on contributions to the judicial fund.

Additionally, the bill amends Section 25.0022(f) to clarify that counties will pay the presiding judge from fees allocated to the judicial education and support fund, rather than from previously specified sources. The presiding judge is responsible for managing these payments in an administrative fund for salary and other authorized expenses, which will be disbursed in equal monthly installments. The changes made by this Act will apply to all relevant fees collected before, on, or after the effective date of September 1, 2025.
