S.B. No. 1015 amends the Government Code to address the allocation of excess contributions and fees related to statutory probate courts. The bill requires the comptroller to determine the amounts deposited in the judicial fund from fees remitted by statutory probate courts and to compare this with the total amounts paid to counties. If the total amount deposited exceeds the sum calculated from the payments to counties, the comptroller is mandated to remit the excess proportionately to the counties that contributed more to the judicial fund than they received back.

Additionally, the bill modifies the provisions regarding the annual payments made by each county to the presiding judge from fees allocated to the judicial education and support fund. It clarifies that these payments are to be made from fees allocated under Section 135.102 of the Local Government Code, ensuring that the presiding judge manages these funds appropriately for salary and other authorized expenses. The changes will apply to all relevant fees collected before, on, or after the effective date of the Act, which is set for September 1, 2025.
