Senate Bill No. 1004 proposes amendments to the Government Code regarding the relocation of state agency headquarters. It modifies Section 325.008(a) by adding a requirement for the commission to conduct an evaluation as mandated by the newly introduced Section 325.0085. This new section outlines a process for evaluating the cost savings associated with relocating state agency headquarters that are currently situated in Travis County or an adjacent county. The commission, with assistance from the Texas Facilities Commission, is tasked with assessing various factors over a ten-year period, including the costs of leasing or purchasing new office space, moving expenses, and the market value of existing state-owned properties.

If the commission concludes that relocating a state agency's headquarters would result in cost savings, the agency is required to proceed with the relocation to the designated location. The bill is set to take effect on September 1, 2025.
