The bill amends Section 660.113(c) of the Government Code to clarify that state agencies may not reimburse state employees for meal expenses incurred within their designated headquarters, except under specific circumstances related to mandatory training, seminars, or conferences. Additionally, it introduces a new section, 660.1135, which allows state agencies to reimburse employees for groceries purchased within their designated headquarters, provided that the groceries are consumed while the employee is traveling for official state business. The grocery purchase must occur the day before or on the day of travel, and reimbursement is limited to the prorated portion of groceries consumed each day while traveling.
Furthermore, the bill stipulates that grocery purchases will be considered meal expenses for the purpose of determining limits set by the General Appropriations Act. It also requires state agencies to develop a policy for authorizing these reimbursements before they can be issued. The provisions of this bill are set to take effect on September 1, 2025.
